Strategic monitoring report and key indicators Cosmed-SVP

Cosmed has published its monitoring report for the last quarter of 2025. Among the key points are beauty tech as a growth driver, perfume becoming increasingly popular with young people, and the concept of visual minimalism.

Business leaders’ perception of the market remains very mixed at the end of a year marked by institutional instability and geopolitical tensions that have weakened exports. Despite this unstable year, business leaders’ morale remains positive.

Defence of essential oils and plant extracts in the CLP classification: call for funding

Le programme scientifique EFEO-IFEAT, lancé en 2023, a pour objectif de rassembler les données scientifiques nécessaires à l’élaboration d’un dossier robuste à soumettre à la Commission européenne. Ce dossier permettra d’évaluer la validité de la dérogation obtenue jusqu’en 2029, qui exempte les extraits de plantes contenant plusieurs constituants de la règle des MOCS (classification CLP).

This joint initiative by the European Federation of Essential Oils (EFEO) and the International Federation of Essential Oils and Aromatic Professions (IFEAT) is based on a roadmap involving independent experts, academic partners and industry specialists. Four working groups have been set up to focus on data analysis, analytical profiling, toxicology and environmental behaviour.

It should be noted that the HE industry experienced a turbulent year in 2023 following the CLP revision, which reclassified multi-constituent natural substances (MOCS). A provisional agreement was reached, exempting plant extracts containing multiple constituents from the MOCS rule until December 2029. During this period, the European Commission will have to produce a scientific report to assess the validity of this exemption, paving the way for a possible legislative proposal.

EU-India: a historic agreement opens up new prospects for French cosmetics

The European Union and India have concluded negotiations on a historic free trade agreement, the most ambitious ever negotiated by the two parties. It offers new opportunities for the cosmetics sector in India, including the gradual elimination, over 5 to 7 years, of customs duties that can currently reach 22%. The agreement also includes specific measures to support SMEs, with better access to information, fewer regulatory barriers and more transparent and predictable trade rules.

The Indian market is valued at €21 billion in 2023 and projected to reach €34 billion by 2028. France currently ranks third among suppliers with an 8.1% market share. The texts, which are in the final stages of drafting and translation, will soon be subject to institutional validation in the EU and India before their official ratification. To be continued…

New assistance for corporate eco-design

ADEME is launching a new support scheme to help businesses reduce the environmental impact of their products and services through eco-design initiatives.

Ce dispositif « Investissements d’écoconception pour améliorer la performance environnementale », s’adresse à tous les secteurs industriels et peut financer :

  • the purchase of proven technologies for eco-designed products or services;
  • innovative projects (prototype, pre-production, process innovation);
  • disruptive innovations incorporating a life cycle approach.

Le soutien financier, compris entre 15 % et 60 %, dépend de la taille de l’entreprise et du projet. Le guichet est ouvert jusqu’au 31 décembre 2026 sur le site de l’ADEME.

Sourcing and traceability of ingredients: 2ndstage of the Occitanie Biodiversity Meetings

At the heart of sustainability issues, the cosmetics industry relies heavily on biodiversity and natural resources. As bio-based ingredients gradually become more prevalent in formulations, this Cosmetopôle Occitanie meeting on 12 February will be an opportunity to discover the region’s plant resources, exchange ideas with peers and specialists in the field, and engage in collective reflection on supply sources, agricultural practices and traceability, with a view to ensuring the long-term security of the industry.

What if the sector became the model for a regenerative economy?

The cosmetics industry is at the heart of systemic issues related to planetary boundaries: biodiversity, water stress, chemistry, carbon impact, waste and circularity. The Business Climate Convention (CEC) is partnering with Cosmed for a unique webinar on 4 February to address these issues in a concrete manner, as they determine the performance and robustness of companies in the sector.
