Cosmed’s representativeness

Cosmed is the representative association for the cosmetics sector in the Collective Agreement for the Chemical Industries (IDCC44).

On 30 October 2025, a decree was published by the Ministry of Labour* designating Cosmed as the representative association for the cosmetics sector in the Chemical Industries Collective Agreement (IDCC44). With its 1,000 members, Cosmed had for several years lamented the lack of influence and representation of micro-businesses, SMEs and mid-cap companies in the French cosmetics industry, even though these categories of companies are in the majority in terms of numbers.

This recognition by the High Council for Social Dialogue (HCDS) on the proposal of the Ministry of Labour gives Cosmed an active and legitimate role in social negotiations and, more generally, on all issues affecting business development.

 

It will enable:

  • the specific voice of micro-enterprises, SMEs and mid-cap companies in the cosmetics sector to be better heard by public authorities;
  • direct participation in collective agreement negotiations (remuneration, working conditions, training, classifications, etc.);
  • contribution to the development of social and labour law texts in companies.

 

From now on, the only two representative bodies in the cosmetics industry in France are Febea and Cosmed. Cosmed has the largest number of member companies and is therefore the leading employers’ organisation in the industry. Under the current rules, the calculation of ‘weight’ is based solely on the number of employees. As a result, the HCDS has credited Cosmed with 8.98% representativeness in the entire chemical industry (Febea 24.93%).

Cosmed hopes that this structural step will be an opportunity for decisive progress towards a resilient, influential and diversified French cosmetics sector that contributes to the human and economic development of our regions

In this context, Cosmed supports its members in understanding and implementing the provisions of the agreement, in particular through information tools (newsletters, Cosmed TV, webinars,…) and practical tools ( charte senior 50+, charte de la monoparentalité, …).
