This process requires close coordination between all stakeholders.<\/p>\n\n\n\n<p>In order to support its members in mastering this subject, Cosmed launched a PFAS Working Group in 2024, which identified four key steps in assessing impact and defining an action plan:<\/p>\n\n\n\n<p>1- <strong>Consultez vos fournisseurs<\/strong> <strong>de mati\u00e8res premi\u00e8res<\/strong> pour identifier les traces potentielles de PFAS, et, le cas \u00e9ch\u00e9ant, anticiper les substitutions,<\/p>\n\n\n\n<p>2- <strong>Consultez vos fournisseurs d\u2019emballages<\/strong>, en portant une attention particuli\u00e8re sur :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Multi-layer packaging, laminated plastic tubes, chrome-plated or galvanised packaging, or silicone seals,<\/li>\n\n\n\n<li>Inks and varnishes,<\/li>\n\n\n\n<li>Cardboard packaging, adhesive labels, and plasticisers used for water resistance.<\/li>\n<\/ul>\n\n\n\n<p>3- Evaluate your manufacturing process to identify any potential PFAS input, in particular via <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Piping and seals<\/li>\n\n\n\n<li>Tank coatings<\/li>\n\n\n\n<li>The cleaners used<\/li>\n<\/ul>\n\n\n\n<p>4- Assess the quality of your incoming and outgoing water. En Italie, pr\u00e8s de 800 produits cosm\u00e9tiques contenant du TPO ont d\u00e9j\u00e0 \u00e9t\u00e9 saisis.<br\/>En dehors de l\u2019Europe, un nombre croissant de pays applique un alignement automatique avec la r\u00e9glementation europ\u00e9enne (ex. : Isra\u00ebl, Arabie Saoudite). Dans ce contexte, l\u2019\u00e9coulement des stocks est strictement interdit.<\/p>\n\n\n\n<p>Reminder: when exporting, there are three possible scenarios for regulated substances:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Pays avec renvoi dynamique vers les annexes du r\u00e8glement<\/strong> (ex. : EAU, Maroc, Suisse\u2026) : les interdictions europ\u00e9ennes s\u2019appliquent selon les m\u00eames \u00e9ch\u00e9ances.<\/li>\n\n\n\n<li><strong>Pays demandeurs de CVL (69 pays)<\/strong> : l\u2019entreprise s\u2019engage \u00e0 se conformer \u00e0 la r\u00e9glementation europ\u00e9enne.<\/li>\n\n\n\n<li><strong>Pays non-demandeurs de CVL <\/strong>: seules les exigences locales s\u2019appliquent, avec une v\u00e9rification substance par substance. Toutefois, certains pays ont d\u00e9j\u00e0 pris position sur le TPO (Arabie Saoudite, Isra\u00ebl). Dans les pays d\u00e9pourvus de liste officielle de substances r\u00e9glement\u00e9es et fond\u00e9s sur le principe de s\u00e9curit\u00e9 du consommateur (ex. : \u00c9tats-Unis, Canada), l\u2019utilisation de CMR demeure difficile \u00e0 justifier.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n<\/div>\n<\/div>\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\"><\/div>\n<\/div>\n\n<div style=\"height:44px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\"><strong>\u00c9tats-Unis : un accord commercial toujours discut\u00e9\u2026<\/strong><\/h2>\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"315\" height=\"284\" src=\"http:\/\/www.cosmed.fr\/app\/uploads\/2005\/08\/usa.jpg\" alt=\"\" class=\"wp-image-48058\" style=\"width:312px;height:281px\" srcset=\"https:\/\/www.cosmed.fr\/app\/uploads\/2005\/08\/usa.jpg 315w, https:\/\/www.cosmed.fr\/app\/uploads\/2005\/08\/usa-300x270.jpg 300w\" sizes=\"auto, (max-width: 315px) 100vw, 315px\" \/><\/figure>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<p>The whole world is watching the US Supreme Court, which is due to rule in mid-October on a federal appeals court decision that deemed certain tariffs imposed by Donald Trump to be illegal. It should be noted that, since 27 July, tariffs of 15% have been applied to cosmetic products.<\/p>\n\n\n\n<p>Uncertainty also remains on other points such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The US-EU agreement is currently a provisional framework. Many clauses and exemptions have yet to be clearly defined. <\/li>\n\n\n\n<li>Annex II, which details the exempted products and raises issues of interpretation as to what is actually covered. <\/li>\n\n\n\n<li>The case of aluminium is particularly sensitive for the cosmetics industry: the United States imposes a 50% tariff on this material. US customs authorities have listed more than 400 aluminium-containing products, including certain cosmetic packaging. The interpretation of these duties remains tricky, as they could apply not only to pure aluminium, but also to its derivatives, and therefore potentially to blister packs, lids or complete packaging, such as aerosols.<\/li>\n<\/ul>\n\n\n\n<p>The various stakeholders in the different sectors are currently negotiating these points. To be continued. <\/p>\n\n\n\n<p>Le 2 octobre \u00e0 Lyon, le <a href=\"http:\/\/www.cosmed.fr\/rencontre-cosmetopole-auvergne-rhone-alpes-2-octobre-usa-quel-futur-pour-la-cosmetique-francaise\/\">Cosmetop\u00f4le Auvergne-Rh\u00f4ne-Alpes d\u00e9diera sa Rencontre<\/a> au march\u00e9 am\u00e9ricain avec la visite de l&#8217;entreprise Gattefoss\u00e9, une atelier r\u00e8glementaire d\u00e9di\u00e9 aux Etats-Unis et des conf\u00e9rences d\u2019experts.<\/p>\n\n\n\n<p class=\"has-text-align-center\"><\/p>\n\n\n\n<p class=\"has-text-align-center\"><\/p>\n<\/div>\n<\/div>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\"><strong>Cor\u00e9e\u00a0: modification des listes des substances r\u00e8glement\u00e9es<\/strong><\/h2>\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"315\" height=\"284\" src=\"http:\/\/www.cosmed.fr\/app\/uploads\/2005\/09\/coree-3.jpg\" alt=\"\" class=\"wp-image-48589\" style=\"width:312px;height:281px\" srcset=\"https:\/\/www.cosmed.fr\/app\/uploads\/2005\/09\/coree-3.jpg 315w, https:\/\/www.cosmed.fr\/app\/uploads\/2005\/09\/coree-3-300x270.jpg 300w\" sizes=\"auto, (max-width: 315px) 100vw, 315px\" \/><\/figure>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<p>On 2 September 2025, the Korean authorities published an amendment to the Safety Standard for Cosmetics introducing new requirements for important substances.<\/p>\n\n\n\n<p>While for some substances the authorities have chosen to align themselves with European regulations (e.g. TRIS-BIPHENYL TRIAZINE), for others their own assessment prevails.<\/p>\n\n\n\n<p>Thus, D4, D5 and lilial, which were previously authorised without restriction, are now included on the list of restricted substances, but with maximum percentages that still allow their use in cosmetic products, unlike in the European Union, where these substances are banned.<\/p>\n\n\n\n<p>The transition periods set by the Korean authorities are six months for new products and two years for the disposal of existing stocks.<\/p>\n\n\n\n<p>In comparison, D4 has been banned in Europe since May 2019 (Omnibus Regulation 2019\/831), lilial since March 2022 (Omnibus Regulation IV 2021\/1902), and D5 has been limited to 0.1% in rinse-off products since January 2020, a concentration that does not allow for real effectiveness.
