Cosmed has published its monitoring report for the last quarter of 2025. Among the key points are beauty tech as a growth driver, perfume becoming increasingly popular with young people, and the concept of visual minimalism.<\/p>\n\n\n\n

Business leaders’ perception of the market remains very mixed at the end of a year marked by institutional instability and geopolitical tensions that have weakened exports. Despite this unstable year, business leaders’ morale remains positive.<\/p>\n\n\n\n

Le programme scientifique EFEO-IFEAT<\/a><\/strong>, lanc\u00e9 en 2023, a pour objectif de rassembler les donn\u00e9es scientifiques n\u00e9cessaires \u00e0 l\u2019\u00e9laboration d\u2019un dossier robuste \u00e0 soumettre \u00e0 la Commission europ\u00e9enne. Ce dossier permettra d\u2019\u00e9valuer la validit\u00e9 de la d\u00e9rogation obtenue jusqu\u2019en 2029, qui exempte les extraits de plantes contenant plusieurs constituants de la r\u00e8gle des MOCS (classification CLP).<\/p>\n\n\n\n

This joint initiative by the European Federation of Essential Oils (EFEO) and the International Federation of Essential Oils and Aromatic Professions (IFEAT) is based on a roadmap involving independent experts, academic partners and industry specialists. Four working groups have been set up to focus on data analysis, analytical profiling, toxicology and environmental behaviour.<\/p>\n\n\n\n

It should be noted that the HE industry experienced a turbulent year in 2023 following the CLP revision, which reclassified multi-constituent natural substances (MOCS). A provisional agreement was reached, exempting plant extracts containing multiple constituents from the MOCS rule until December 2029. During this period, the European Commission will have to produce a scientific report to assess the validity of this exemption, paving the way for a possible legislative proposal.<\/p>\n\n\n\n

The European Union and India have concluded negotiations on a historic free trade agreement, the most ambitious ever negotiated by the two parties. It offers new opportunities for the cosmetics sector in India, including the gradual elimination, over 5 to 7 years, of customs duties that can currently reach 22%. The agreement also includes specific measures to support SMEs, with better access to information, fewer regulatory barriers and more transparent and predictable trade rules.<\/p>\n\n\n\n

The Indian market is valued at \u20ac21 billion in 2023 and projected to reach \u20ac34 billion by 2028. France currently ranks third among suppliers with an 8.1% market share. The texts, which are in the final stages of drafting and translation, will soon be subject to institutional validation in the EU and India before their official ratification.
